ATI FireGL V3100 Properties The device cannot start. (Code10)

Hi Everyone ;

    I have a problem. Our Dell 380 Precision Desktop took a dive. We took it to our local "easy tech" store to have it fixed. They re-installed our system with the Dell Re-install disc. We picked it up brought it back and we can't get the video card to do anything. They said it all was alright when they gave it back.  My problem is, we lost all our tabs on the Display Properties and when we went into the device manager and selected the video drive we get   "This device cannot start: (CODE 10). I tried to update the driver from Dell and I get the same problem and went to the vendors with no results. Does this have a bearing on the Display Properties? I checked all the information about the Display Properties and the information leads to the regedit.exe and two lines to change the value. When I get there. there aren't any such lines to change. I checked all our other Dell 380, those regedit.exe don't have those lines either. Has Dell changed the XP installation disc to read something else.  Can somebody help me with this problem? I would really appreciate it very much. Have a great day.  Ray Frisch

Code 10 is a physical hardware issue and or corrupt driver or incompatible with XP driver issue.  The fire GL 3100 is almost 10 years old now.  Easiest reinstall for this system is a retail windows 8.1

You may need to use the 32 bit version if you don't have a pentium D 900 series processor.

Easiest fix is to toss the 3100 away and buy a Radeon 5450 pci-e Video card. The current Vista /7 /8 drivers do not support the 3100.

Regedit is not a windows reinstallation tool.  Dell has not changed the Installation media.  XP SP2 or XP SP3 install on a 380 just fine followed by Chipset then Audio then video drivers.

I upgraded all my 620's to precision 380's.  The 380 basically fixes all the issues with the 620.  It uses a full 8 gigs of ram, it has a 375W power supply and full size video slot.  The particular one that I have now has the Audigy2 sound card and the Firewire card for front panel firewire.  Clean install of 8.1 finds everything and then once online the sound card is found via windows update as is my Radeon HD5750 video card.

It does work for everything including 5150 because it works on the xps gen 5 and GX620.

Parts from the 620's including ram and cpu etc easily move to the newer boxes.

The 380 also properly takes 8 gigs of ram whereas the 520/620 is limited to 3.5 gigs period.

It works with pentium D 9XX series on precision 380 and XPS Gen 5 and XPS 400 with latest bios and copper performance heatsink.

I used to think it required a core 2 duo and latest bios but I have proven to myself that it just needs Pressler CPU 900 series.
