Fail Return code 3

I replaced the existing HDD by new Barracuda 7200.12 500GB as booting driver in my Dimension 4700 desktop. The BIOS shows Drive details,*  Drive ID = ST3500418AS, * Capacity = Unknown, * BIOS = This drive is controlled by the System BIOS. SATA Operation is Normal.

But the messgae "Drive 0: ST3500418AS Fail. Return code:3" is dispalyed by Hard Drive Diagnostics of F12 Boot Device Menu.  Please let me know how to fix it.

    Did you "prepare" the drive?   You will need, either a utility from the hard drive manufacturer or use the Windows XP CD to format the hard drive with NTFS before it can be used.

    I failed to format with fdisk. Finally I found new HDD has a problem. After changing it, another new HDD works well.
