optiplex 3020 Amber button Blinking

I have a Optiplex 3020 CPU and  that is showing blinking of Amber(Power) Button with a pattern of 2 nd then 3.so can u please give  me the suggestion of what does it mean?

    Replace the mainboard - it is faulty.
