You should not be having a static discharge issue, with any notebook,(or other computers, servers etc, for that matter) However I have seens this happen from all brands. 

It seems many have had problems with their 5150's, except me. If you have decided not to contact Dell, about this(It seems like a manufacturing defect, like there is something touching inside them, that shouldn't be)

here is a couple of things that at least reduce this problem.

If there is a carpet, on the floor, beneath the desks, which these notebooks sit upon, this I have seen this cause  static discharges on all brands of PC's, whether Desktop, notebook or workstation.(like someone rubbing a ballon on their head, & sticking it to the wall)

 Put down a plastic runner over the carpet, you would stop it that way.

They sell rubber pads for under PC's notebooks , etc, these do the job everytime.

I've grounded desks, to the wall socket, & stopped this in the severe cases of static discharges 

Grounding straps might, probably would,  but that seems extreme.
