Hi there, 

First try to see if an external keyboard can use the right arrow input, if it can, then the keyboard most likely needs to be replaced. If it can't, next try using the built-in keyboard in the BIOS or in the Dell Diagnostics, the BIOS can be accessed by pressing F2 at startup (the Dell screen when the system is powered on), and the diagnostics can be accessed by pressing F12 instead of F2 at startup. If the keyboard works there then there might be a software related issue.


Depending what occurs will determine the next steps. If it is a bad keyboard (assuming the system is out of warranty) it can be replaced by following the Owner's Manual at this link (Page 21) and should be able to still be purchased at Dell or a reliable 3rd party. The steps fortunately do not seem too bad.
