s-video not working

I have a latitude c600, ati mobility 128 agp 2x video card. There is an s-video output installed and i cannot get a signal to my tv for more than 20 seconds.
 
Upon plugging everything in and getting my tv on the proper input i will boot the computer. l get a picture through to my tv for approximatly 20 seconds then it goes blank. Any idea as to what i am doing wrong here?

    COntrol Panel > Display Settings > Advanced    Enable the TV as the primary monitor.....

    There is no option for enabling my tv as the "default monitor" on any of the tabs under advanced in the display settings.

    Again, the output is working for a limited time upon booting the system. Then is goes blank.

    Then you most likely do not have the latest graphics adapter drivers loaded.
