UGENTLY NEED HELP!DELL T3630 CPU UPGRADE ERROR.CANNOT BOOT UP BIOS

Here is the thing....I got a dell t3630 and intel E-2136 es version qncu.DIMM,disk,fans,psu...in a word ,i put everything you need to boot a workstaion in place,but when i boot it,it just cannot run probably.There is no signal appeared on my monitor,keyboard.First,it was that all the fans in my staion kept runing at a fast rate.Secondly,the light in the front turn orange for two times and then three times.

I touched the cpu which was hot,so i think it is not a dead cpu.I change the RAM so i think it was fine too.Only reason why thing went like that is the bios does not recognize an es cpu,I guess.Since i cannot boot the bios so there is no way to upgrade the bios.I really wonder what should i do.?

I will be glad if you can give me some advice kindly.If there is some worry with my grammer,please forget it.I am not english native and it is the first time to post the thing on english community
