Rx570 in optiplex7010

Question

I have a rx570 that I have spent countless hours trying to get to work. It will not display anything to monitor or tv through hdmi or dp. It is connected via 8pin and led is on and it works. Does not show up in motherboard. I really need help and I’ve been so excited to get gaming and nothing is working please help me!!! My cpu is i5-3470 Ddr3 20gb ram 430w power supply (even tried 600w) (I even tested previous gpu in same slot of 7010 and it connected and worked so it’s not ports or mobo)

I have got it all to work now. My only problem now is that it struggles to keep a display on my monitor. Sometimes I can boot up and use it and sometimes I just see the Dell logo and it loses signal. Help
