You will need an adapter for the plug to use your Dell 1704FPV in India. As for the Samsung, what are the input voltages that are listed in the specs for this monitor?
You can simply buy a computer power cord when you get to India as the computer side is all standardized. I'd shy away from 'adapter' cables as they're just temporary solutions and can be a fire hazard in some cases. They're not meant for long term use.
