I used IE8 and Chrome to view the image. I do not see lines anywhere? What specific Dell monitor? Have you gone into the monitor OSD (On Screen Display) and reset it to Factory defaults?

hmm, must be a display thing then if it's only on my end.
the monitor is Dell E Series E2313H 23" Monitor.
the settings are on factory default... this is odd because I did not have this problem with the monitor I had previously connected to this machine.

Did you install the DDM (Dell Displays Manager) ? If yes, uninstall the software. Restart the computer when done and check for the issue.
