P2314T, touchscreen feature stopped working

I'm using the P2314T touchscreen monitor with a laptop computer and I can't get the touchscreen feature to work. I've occasionally had issues with it stopping and normally all I have to do is either reboot or unplug the usb cable and plug it back in but that's not working. My computer doesn't even seem to realize I've unplugged the device. Nothing is changing under device manager so I'm not even sure if it's listed or which usb device it could be if it's listed.

I finally got it working again doing a method I had already tried with no luck but this time it worked. I uninstalled the device from device manager, unplugged the usb cable, and then restarted the computer. I then plugged the cable back in and now it's working.

I'm not sure why it didn't want to work when I tried this method earlier but I'm glad it's working now.

* Turn the computer and monitor off
* Disconnect all cables from the monitor including the power cable
* Press the monitor power button in for 30 seconds
* Reconnect one monitor video cable to the monitor and the computer video card
* Reconnect the USB upstream cable to the monitor and the computer
* Turn the monitor on, then the computer
* Retest

Thanks for the help. I wasn't able to test your help out the day you replied and all seemed fine when I turned my computer on the following day. I'll keep these notes though in case this happens again.

I have the problem again and tried your suggestion but it didn't help. I've tried uninstalling and letting Windows 8.1 find the device again but it keeps showing an error in device manager and the touch screen won't work.
