S3220DGF, DDM, cannot control Smart HDR
Skyrim SE looks terrible when any of the HDR options on my S3220DGF are enabled.
There appears to be no option within DDM to turn SmartHDR off, leaving me to reach to the monitors controls.
Am I missing something?

You are not missing anything. DDM cannot control a monitors HDR functionality. The monitor HDR is only controlled from the monitor menu and Windows HD Color settings.
Dell HDR is a two step process. You have to first change the monitor Menu Smart HDR to On. Then enable the Windows HD Color settings. When using the Windows desktop or any other non-HDR content like Windows Apps, browsers, standard YouTube, HDR should be Off. You only turn it On when viewing HDR movies or playing a HDR game.
When using the Windows desktop or any other non-HDR content, HDR should be Off in both
* If applicable for your monitor model, change the monitor OSD -Color -Preset Modes to any non-HDR mode
* If applicable for your monitor model, change the monitor OSD -Display -Smart HDR to Off
* Right click on Windows 10 Display Settings
* Switch HDR and advanced colors to Off
When using an HDR Game or HDR Movie, HDR should be On in both
* If applicable for your monitor model, change the monitor OSD -Color -Preset Modes to Game HDR or Movie HDR
* If applicable for your monitor model, change the monitor OSD -Display -Smart HDR to On, Normal REC 2020, or Vivid DCI-P3
* Right click on Windows 10 Display Settings
* Switch HDR and advanced colors to On
Note, Skyrim SE does not "natively" support HDR on any platform.
