U2412M, white borders
Bug happens when booting, or wake up from sleep mode. Tested on different PC. All the same.

Dell part 0FFXD = U2412M
Because you did not see the white borders when running the BID, the fault is not with the U2412M. It could be the video cable, the computer video card port, or the video card driver. 46N = build date of June 23, 2014. So warranty expired on June 23, 2017.

We have several 2412 models, which specific one? What is the 20 digit serial number?
Run the BID (Built-in Diagnostics) and post pictures of the colored screens =
* The monitor is currently on
* Disconnect every video cable (DP/mDP/HDMI/DVI/VGA) from the monitor
* The monitor then goes into Self-Test mode
* Press and hold Button 1 and Button 4 on the monitor simultaneously for two seconds. A gray screen appears
* Press Button 4. A red screen appears
* Press Button 4. A green screen appears
* Press Button 4. A blue screen appears
* Press Button 4. A black screen appears
* Press Button 4. A white screen appears
* Press Button 4. A text screen appears
* Press Button 4 to Exit the BID
