DPBS cannot be turned on or off in the Monitor or the PC. In a dual PC setup, the USB-C connected PC must be ON to use the second PC connected to the Monitor via DP or HDMI.
For anyone who is interested in this or is in a similar situation like mine, just wanted to update I received a response from a Dell supervisor advising the issue that I posted here is an 'industry standard' feature.

I feel your pain. I had specifically bought U2722DE for it massive set of features, specially for its KVM and how they advertised it seamlessly switches controls over to the second pc source. Was pretty excited to get rid of all the cable clutter and having a single cable supporting power delivery as well as KVM to my primary machine Optiplex 7090 ultra.
Needless to say, DPBS became a pain in the butt.
On the plus side, Dell Support team were pretty helpful and responsive to my queries. Though there were moments I felt they had no idea what they are talking about, possibly because DPBS is a new feature and may be I was the first one to report how silly it was not to let users disable it. I am assuming the support team were just playing as the 'middle man' between me and their engineering team.
After a lot of to and fro email exchanges, they finally concluded 'its a new feature and unfortunately manually disabling it is not supported currently. It may come in future, but there's no guarantees'. They even offered to refund me the amount I paid for the monitor, even though I bought it from a retailer and not directly from Dell. However, I have to put a hold on that offer as am not able to find a perfect replacement for U2722DE. There are similar monitors in the market, but none of them have all three features am looking for; QHD, KVM and Power Delivery (at least 90w). To make things worse, New Zealand is currently in lockdown due to Covid19. It just makes it harder to shop online and possibly get hit by supply shortages and courier delays.
If I knew about the shortcomings of DPBS, I would have gone for a different monitor for sure. Sadly, Dell don't mention much about this on their product page.
I still stand by my words... U2722DE is an amazing monitor as long as you just have once PC source or if you have multiple sources and none of them are Dell products that are compatible with DPBS.
If you have multiple sources and one of them is an Optiplex, XPS or other product line that supports DPBS, then your only way out is to connect it to Display Port or HDMI.
For the time being, I have connected my work laptop to monitor's main USB-C port. And the Optiplex 7090 ultra to monitor's display port. Had to add in a separate power source to Optiplex and another USB cable from monitor to optiplex for the KVM feature.
LG has just announced a new monitor with almost similar features, but it will be released in market by end of the year. Until then, I hope you are able to find some alternate solution. If more and more people complaint about this, may be Dell would consider introducing the feature to disable DPBS. But I highly doubt it because the number of users like us (who have a new 2021 Dell monitor, a Dell PC/Laptop that support DPBS and a second PC/Laptop), will be substantially low.

It's impossible to use the second laptop/pc without turning on the first PC that is connected to USB-C. You have to turn on or leave your first PC powered on if you want to use your second PC.
From Dell's perspective, you are absolutely right when you say "This is working as designed" because Dell's engineering or the Products team never added the feature to turn off DPBS. But from a consumer (who uses two different machines and one of them is DPBS compatible and connects it via USB-C to take advantage of power delivery through the monitor) perspective, this missing feature is an INCOMPLETE DESIGN.
I was in the process of raising a complaint based on the fact that Dell is advertising this monitor as 'USB-C single cable solution and our intelligent Auto KVM feature detects the second connected PC and seamlessly switches controls over' and no where in the product page or in the user guide it mentions that DPBS will interfere with KVM's seamless switch over feature. Luckily by then Dell's support team advised me to return the monitor to the retailer and Dell will issue a refund. I had to drop the complaint.
With that said, I still feel for a home business environment, U2722DE is an excellent monitor if you have two PC/laptops and you are OK with not connecting your DPBS compatible PC/Laptop via USB-C.
DPBS is a nightmare in a multi-computer setup. When I want to run my non-Dell computer through the DP after a minute or so when my laptop goes to sleep the U2722DE turns off with it.
I got around it temporarily using a dock in-between the Dell laptop and the U2722DE. However, that had other issues and renders a lot of the features I bought the U2722DE for useless.
Please Dell update the firmware so we can disable DPBS. I'm sure it's great in single computer setups, but outside of that it renders the U2722DE useless.

So if I turn off the laptop and leave it plugged in, I have no way of using my desktop until I unplug the laptop, which is pretty limiting for a monitor that's advertised to function as a KVM switch.
The way it is now, I see the feature somewhat half-baked. Ideally, this would be tied to the selected monitor input - so if on the monitor I have manually selected the USB C input, the monitor power button presses would be passed onto the laptop, but if I have selected another input, the monitor should act as if no laptop is attached to the USB C. Even if you allow users to turn off DPBS, it would mean for example that if I have a laptop that's plugged in with its lid closed, the only way to turn it on would be to open the lid.

Exactly same situation!!
I have 2 laptops (XPS, HP) and U2722DE.
I connected XPS via usb type C with U2722DE.
also, HP via HDMI.
I was expecting a lot of features from the U2722DE.(KVM, RJ45 and so on..)
But it became nightmare.
DPBS is terrible function.
When I'm working by HP, U2722DE is turned off If I turn off XPS.
So, I turn on U2722DE then XPS is turned on!!
also, when I am working by HP, U2722DE is turned off even if XPS comes sleep(power saving mode).
I think that problem must be solved.

I did not know that even if I am Korean. hahah...
Dell Korea support team did not understand this problem too.
Even I send problem video to them then they just said "Thank you".
I don't know why do not fix this problem, I think it would be very simple.
Anyway, I hope to fix this problem soon by dell.
