U2723QE, cannot USB Switch when PIP/PBP is enabled

I have connected 2 laptops into my Dell U2723QE monitor and downloaded DDM (Dell Display Manager) 2.1 on both. I should be able to use the U2723QE built-in KVM switch. However, when in PIP/PBP mode (as required), I get the error "USB switch function is only available when PIP/PBP function is enabled. Ensure that your input devices are connected to the monitor". Has anyone experienced this before?

Connect the provided U2723QE USB-A to USB-C cable to Laptop #2 and retest.

Laptop #1 Thunderbolt 4 port --> U2723QE USB-C to USB-C cable --> U2723QE #5 USB-C (Video + Data) port

Laptop #2 DP port --> U2723QE DP to DP cable --> U2723QE #4 DP in port
Laptop #2 USB-A port --> U2723QE USB-A to USB-C cable --> U2723QE #8 USB-C upstream port

How are both Laptops connecting to the U2723QE using which ports and cable?

Laptop #1 video out port? --> >?cable? --> U2723QE video in port?
Laptop #2 video out port? --> >?cable? --> U2723QE video in port?

Laptop #1 Thunderbolt 4 port  --> >USB C  --> U2723QE video in port

Laptop #2 video out port --> HDMI --> U2723QE HDMI port

Maybe I am reading the U2723QE Monitor User’s Guide page 64 incorrectly, but it appears that PIP/PBP can only be used if connecting to the U2723QE USB-C and DP. It does not mention HDMI.

I switched it from HDMI -> HDMI to DP -> DP and I still get the same error message that USB function is only available when PIP function is enabled (it is enabled).
