Verify if you are connecting your devices to correct ports on the monitor. I suggest the following connections for testing. Using the picture below for the port numbering.
For display video signal and upstream data, connect your laptop to port #8 using USB-C thunderbolt cable.
For display video signal, connect your computer HDMI port to monitor HDMI port #3. Or, connect your computer DisplayPort to monitor DisplayPort #4.
For upstream data, connect USB-A from computer to USB-C port #9 of the monitor using the provided cable
Connect your peripherals, mouse and keyboard to downstream port #10, 12, 14, and 15.
