You need a license to upgrade. The message seems to indicate that you do not have this license in place. Please contact your local EMC representative for acquiring this license. Update enabler is listed in docs. After that you have plenty of time to authorize it.
Is this random or persistent error? If random, it could have been really network connectivity or something with DB. If persistent, I would remove NMC backup and redefine it (in management window of NMC, under setup, there is wizard for that).

From the Command Line Reference:
savepsm – save NetWorker Management Console database to long-term storage with NetWorker
So it is an issue with that you have when backing up the NMC database.
May I suggest you restart the appropriate daemons an retry the operation...
