I found the solution myself.

It seems the storage node daemons (nsrmmd, nsrsnmd) are not started by starting Networker (systemctl start networker). They are started when the storage node is added in the Networker server. 

So yes, I can use a RHEL server as an external storage node.

those extra services are part of what is needed when systems have actually backup devices, otherwise they are not needed. So the NW client service will be started and depending on the existence of backup devices, from the backup server end the other services will be spawned.
