If you could post the error which it throws during uninstall process it would be easy to help, Also check "C:\ProgramData\Package Cache" which some times caches the software getting installed/uninstalled. Clean it up and they retry after cleaning registry entries for Legato/EMC.
Is this a VM where you are trying to install this NW client? Make sure no other user is logged in who is also performing some installation. Take help of Task manager to identify how many msiexec.exe are running.

Try to use the 'Repair' option to make your system functional again. Then remove the software.
If this does not help,
- delete the software
- delete all appropriate entries in the registry (EMC and Legato)
- and rebot the system.
It may take a while but you will finally succeed.
