Power connect 5548 web authentication failing

I've created a user with level 15 pri. I can browse to the switch but the U&P i created  does not let me in.

Whats wrong with my config?

4 of the Powerconnect 5548 stacked using HDMI ports and i can console to the master and make any needed changes using CLI.

console# configure console(config)# username admin password abc123 level 15

console(config)# crypto certificate 1 generate key-generate

console(config)# crypto key generate dsa 

console# configure
console(config)# ip ssh server
console(config)# ip https server
console(config)# exit
