S3148-10GE-2X10BaseT - 2-port 10GE 10BASE-T (XL) problems

I have multiple of these modules and can only get one (out of 5!) to work. Here is the interface config i am using
no ip address
switchport
no shutdown

If i plug any of the other four modules in the the same bay, they will not get a link light. The will show online in show sytem

but no config will bring up a link light. I have set speeds to all available and negotion to all available. Surely i did not get 4 bad modules? Is there anything else i can do to troubleshoot?
