Sorry, but i dont know how much power used by one sfp+ port. i see some information - from 1 watt to 1,6 watt.
i make test - when connect 24 sfp+ ER - all port enabled. when connect 25 sfp+ ER - we see log error %IFAGT-5-INSERT_OPTICS_PLUS: Optics 10GE SFP+ ER inserted in 0/24 is not activated due to power constraints
if we connect 25 sfp+ LR - ports a activated.
we can change firmware on sfp+ module that they will "SFP+LR" - but is this good for the switch?

Is this 412 watt consumption right now? PEM installed 350W. So switch can work with this?
Yes, 412W is what is currently using, which is more than the power supply is rated for. It has some extra power above the rating but this is the problem you are having.

It may be because you are not using dell optics, you may want to try them or try flashing the LR firmware.
