If your wifi is working then chances are your Bluetooth is working as well since they are the same download. Have you turned the Bluetooth on within Windows? Below is how to turn it on and pair your Bluetooth.

How to turn on or turn off WiFi/Bluetooth?

A NOTE indicates important information that helps you make better use of your computer. NOTE: There is no physical switch to enable/disable wireless. It has to be done through PC settings.
  1. Launch Settings Charm and select Change PC settings.
  2. Select Wireless from the left pane.
  3. Under the Wireless devices option, move theWiFi/ Bluetooth slider to turn it off. Move the slider again to turn it on.

How to search and add Bluetooth devices?

  1. Launch Settings Charm and select Change PC settings.
  2. Under PC Settings, select Devices.
  3. Click Add a device to search for the Bluetooth devices.
  4. Click your Bluetooth device to add.

How to display Bluetooth devices?

  1. Go to Start Screen.   The Bluetooth devices that you have connected in the past and pinned to Start Screen will be listed as tiles.
  2. To see all the previously connected Bluetooth devices including those, which were unpinned from Start Screen, go to All apps option from the Start Screen.
        The devices are listed under Bluetooth Devices.      

How to transfer files between devices using Bluetooth?

  1. Launch Start Screen and select your Bluetooth device.
  2. Select Send File and select the desired files to transfer

when i put search for device even if the Bluetooth device us on it tells me no device is found
