I tried your “long shot” suggestion, and it worked!
I had upgraded my BIOS to version 18, and the problem got worse. Disabling the wireless card no longer worked, and the computer restarted every time I shut down, even from Safe Mode.
So I followed your suggestion, and checked what’s called “Remote Wakeup” in this BIOS version, and found it was turned on. Once I turned it off, the problem was solved.

Do you have to have Wake On LAN enabled in the BIOS? Its a long shot, but I believe that might cause the problems you are seeing.
