What pc you have and what WiFi card?
Are you sure you have latest drivers for your WiFi card?

It's OK with information. Please find below link for drivers download page for Inspiron 6000.
You need to downlaod and install "(R) PRO/Wireless 2915ABG Network Connection" from "Intel-Driver" section and download and install (after driver) "(R) PRO/Wireless 2915ABG Network Connection" from "Intel-Patch/Upgrade" section

In case of questions you are welcome.

1. Restarting - only if Windows say.
2. New icon - don't worry.
Do you familiar with windows setup and settings like Services and others???
