You need a wireless network to connect to.  This usually involves first having a broadband (cable or dsl) internet connection and a wireless router that connects to the cable or dsl modem.   When you are within range of the wireless router (less than 300 feet under ideal, line of site conditions) you connect to the router and thus to the internet.   Otherwise, you would need to go to a wireless hotspot (cafes, libraries, hotels, airports), where some offer free service and others offer service for a fee.

i am thinking that you might have a wireless card  installed in your inspiron 9400, if not , you would need an adapter card.. your 9400 is probably not set up for wireless n stanard, so if you get a wireless n router, you will have to get a wireless n adapter card for your notebook... if you get a router that supports mimo technology, also have to get the adapter card too. setting up wireless and ecription is probablly something not for  a amateur.
