ispiron B130 wireless networking

I have been having a problem with connecting to a wireless network.  I have always been able to connect through my neighbors wireless network, but have been having troubles the past week.  It says I have a signal and that I am connected, but web pages will not boot up and when I try to go onto itunes, it says to check the connection.  I tried all last night to figure it out, and I am at my wit's end!!  I even tried to restore my computer to a date when I knew I was able to get on.  Please help!!

Did you ask your neighbor if they changed anything?  To help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

Did your neighbor change any thing on the router? (Like adding access restrictions or securing their network with encryption?)

I tried doing this, but the box will only pop up for a second, I can't really read what it says.

That's because you didn't follow my directions.  You need to open the command prompt window before running the ipconfig command.

This doesn't help much at all, sorry.  Are you sure your wireless card is turned on?  If you right click your wirelesss network connection is there an option to enable it?  If so, click that.  If you right click your wireless connection and select View Available Wireless Networks, does the wireless network you are trying to connect to show up in the list?  Is your wireless network adapter turned on (The Fn F2 key combination toggles the wireless on and off)?

the wireless network does show up on the list.  I will check to see if the network adapter is turned on.  thanks for your help!
