net7.cab

I am trying to install a wireless PCI Adaptor.  I keep getting an error message saying that the computer is unable to find "secur32.dll", or "ipcfgdll.dll", or "dhcpcsvc.dll".  These all seem to be part of "net7.cab".  The problem is that I don't have the Windows 98SE CD.  I have a Dimension XPS T700r.  Can anyone help?  Is there a way to get "net7.cab" without the 98SE CD?
