NO DIAL TONE - NO VISIBLE COM PORTS?!?

​ I have an Inspiron 2200 with an internal conexant D110 MDC V.9x modem, however when I try to connect to my ISP I receive a No-Dial Tone error (680). My modem is apparently using Com Port 3 but when I check device manager there are no Com Ports Listed. The Laptop says this is installed but I am unable to find any settings for it. There are no conflicts with the modem and Windows is able to communicate with it in diagnostics. Can someone please help me resolve this. I normally connect to a WIFI connection using netgear but I am home from University for Xmas and now have to use dial-up. I haven't tried to unistall the modem as it seems to be working ok. Also I installed a Com Port which was named Com 4 and it was listed in Device Manager but it is not working properly. Think it could be a resource problem, but why can i not locate the first three ports? ​
