A TCP/IP error is a networking error. SBC Yahoo creates a network connection between your computer and SBC Yahoo's internet server. In effect, you join their network.
I would imagine you are having this error due to SBC Yahoo's Connection Manager. I have SBC Yahoo as well... and I can tell you that Connection Manager is not a well written application. You will probably have to contact SBC Yahoo's tech support for info on how to fix this if possible. Their tech staff will be the best source of information on why you are having trouble with your connection.
