Is this new(er) Latitude 3540 or the old Latitude 3540 (End of Life)?

Version of Windows? 

Odd that it's only with Google's sites and services...

Have you checked the Windows power settings for the WiFi card?  In Device Manager, open the entry for the WiFi card. Click its Power Management tab and uncheck the box "allow PC to turn off..." Then exit DM.

Next, navigate to the Advanced power settings screen for the active power plan. How you get there depends on version of Window. 

On that screen, disable USB Selective Suspend, Hybrid Sleep, hibernation and PCI Express Link State Management.  On same screen, set Wireless Performance to Max Performance.  Save the changes to power plan and reboot. 

See if these changes help.

NOTE: Changing those power plan settings may affect battery use so you might have to recharge somewhat more frequently...
