try NOT using the wireless card utility - try connecting to the internet just like how u wud do for a cable connection .. see if u r able to do that / not.............
Solution to the Wireless LAN inconsistent issue is to grant Everyone - Change permissions to C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys

Then any user can run the WLAN Utility.

Do you know how to make it work on Vista?
Dell Wireless 1395 WLAN Mini-Card
Dell Version: A22 Driver Version: 4.170.77.3 Application Version: 4.170.77.18(from readme file)
