wrxengland,
The Belkin router has issues with WPA Security. It cannot determine the difference between WPA-PSK(TKIP) Security(Personal) and WPA-AES. Had another member trying to connect their wireless print adapter and it wouldn't connect. Try NO Security or WEP. I prefer using these Recommended Wireless Router Settings I use channel 11. I would make a new SSID to make connecting easier. You'll have to try using WEP or NO security with the Belkin.

Hi wrxengland,
Welcome to the Community,
It could be due to loose antenna cables on the wireless card.On your system model wireless card is seated right at the bottom under the main access panel. So while moving around with the laptop if the antenna cables gets dislocated or if its not correctly seated, though the wireless connection may work but download speed may get affected.
I would suggest you to reseat the antenna cables on the wireless card.To reseat antenna cables, disconnect the charger, remove battery, open the access panel on the bottom which has 4 screws on it (right in the middle). Once you remove the access panel you will see the wireless card with two antenna attached to it.Remove both cables and reconnect them accordingly and make sure it is securely connected to the wireless card.Put back the access panel. Now reconnect the battery and charger.
Check your wireless and let me know how it works.
Thank You

wrxengland,
Start, control panel, device manager, network, double click on Dell Wireless 1397 WLAN Mini-Card
Click on advanced and change the antenna diversity from auto to aux. Look and see if there is settings for Power management, transmit power and roaming aggressiveness and put them on the maximum
Click on power management. Uncheck the box, allow the computer to turn off this device to save power.
