Since it was moved, with it powered off, open the case and check all the connections from the power supply.  Motherboard connections, hard drive, etc.  Also the front panel connections.  

One or more connectors may have been jarred loose.  Normally that would not happen but there is always the chance.

I don't find a listing for a 2030 but I do for a 3020?

Yep its 3020.

Did check all the cables. Tried to boot by removing all components and pluging in one by one. No luck yet. 

Unfortunately i do not have a 8-pin PSU, spare ram or anything to swap with and diagnose.

IM SURE YOU MEANT 3020 , SAME AS MINE RIGHT? AND IS IT MT CASE, tell what case It is and when short answers.

The MT, I will pretend you said,  I googled, STFP DELL and got nothing at all, why? IDK.?

first make the power cord is fully seated both ends, and the wall jack direct is hot. (use desk lamp test it)

on mine the PSU had green led rear,

and on mine the motherboard, center has ORANGE LED, means Standby power is good.

I presume all fans are silent right, and with that so be BIOS dead.

the amber means standby do hold power for 10 seconds release does power button work now..

if not do the hard power reset

line power cord remove.

push power button 10sconds.

release.

line cord back and (line means AC line)  and does power work now?

THOSE ARE BASICS.

to go farther and better we strip it down, first with GPU cards out.

you can test with 1 stick of ram, Im sure  you have 2 there.  in bank 0 testing them 1 then the other, not both.

which PC is this, please tell 3020? and which of 4 cases  you have,  uSFF is not MT ok>

The same one as you @savvy2 3020. It was  a typo in post. 

Have a button near the green light on PSU. Assuming its STFP? I think the term was used in some videos and some docs i read. 

Tried all the general troubleshooting you mentioned (recommended by all others on official and non official posts and docs) no luck yet. Everything behaving normal except for when power button pressed nothing happens. 

Swppaed RAM, removed extra components (graphics card, network card). Even removed front pannel usb port cables and other cables to front pannel. No luck. 

Maybe time to seek some professional help. Bought this one since 7090 was one of the most stable desktop PC I have come accros. But not so stable 3020 is. Have been facing several input falure issues since bought this to be able to solve simply.

get a used PSU off fleabay

they are cheap ,

if the PC fails stripped down this the next most inexpensive test,  a 2nd PSU.

they do fail ,

$25 see there, not big  money that,  these dells are like timex watches, (take a licking... and)

Have three (3) 3020 SFFs.

One more easy thing to try... since it DID work at it's original location ~ take your system back there and try again!

Too often rooms and home additions are added on and the general contractor has no real electrical knowledge.  The gorillas come in and wire the outlets any way they work!  That is to say they switch white wires with black at some outlets... and hey, as long as a drill motor works ~ right?

I am saying your power supply may be rejecting a miswired outlet?  No need to bring anything else except your system and power cord to the original location to test... This test is a easy one and my save you hours and dollars!  Even better if you have a budget 'outlet tester' to test them all.
