5090 Micro RTC and shutdown issue

I have a large lot of Optiplex 5090 micros I purchased at auction.  Every one I have imaged so far both will not save the time set in the RTC, and will not shut down fully from within Windows 11 (the power light stays lit and the fans keep running).  I have tried several brands of 2032 battery, set BIOS to defaults, updated BIOS, cleaned the battery contacts.  Does anyone have any ideas as to what could be causing this issue?
