If CMOs battery is already replaced w a brand new cr2032, try clear CMOs settings by resetting RTCRST jumper on motherboard.

I thought a dead battery reset those. I will try.

RTCRST

1. Locate the 2-pin password jumper labeled PSWD on the system board.
2. Remove the 2-pin jumper plug.
3. Locate the 2-pin CMOS jumper labeled RTCRST on the system board.
4. Move the 2-pin jumper plug from the password jumper to the pins on the CMOS jumper.
5. Plug the power cable to the computer and wait for 10 seconds for the CMOS to clear.
6. Disconnect the power cable from the computer
7. Move the 2-pin jumper plug back to the password jumper.

Did not help. Still no green LED upon plug in.

Do you have a spare working 24/4 pin psu from any old desktop to test 7010 motherboard?

Probably. I will look and try.

Well, I guess it's the MB. Power button would bring PS on. I jumpered PS to bring it on, but nothing from MB.

Are you testing this using the spare working psu or original stock psu?

A spare. I just looked at previous reply. It should have read: power button would NOT bring PS on.

I had an issue where the Power Button gave no error lights and nothing would work, power clearing the box did not help. I finally tried holding the power supply test button in and hit the power button at the same time and it turned on and ran like a champ.

I am having the same issue. my old 7010 Optix will start if I hold in the power button and the power supply test button. It will then start for a while just hitting the power button. If I let it sit overnight it will no longer start unless I hit both buttons again at the same time. I can hear a ticking sound in the speakers when pushing just the power button. Unhooking the speakers does not change anything. Went through unhooking different components and trying to start no change. The test button starts the fan and I get a green light. Thought I would ask. Power supply issues or Mother board? Brand new Cmos battery.  Thanks
