CPU Upgrade
Hi, I have a Dell OptiPlex 7050 with i7-7000 CPU.
Can I change the CPU to another version on this motherboard so that my PC will meet WIN11 requirements. I was thinking of i7-8700 but please advise if this work and if not which should I select.

You cannot install an 8th Generation CPU in your system. In addition your system is not on the Dell compatibility list for Windows 11. That means that Dell will not be supporting your system or supplying drivers if you are using Windows 11. And if you do manage to install Windows 11 on your system and require Dell tech support at some future date, Dell tech support will insist that you reinstall Windows 10 before they will offer any assistance.
I would also suggest that you run the PC Health Check app available here in order to confirm where your system fails to meet the system requirements for Windows 11.

JOcean is correct. Optiplex 7050 has 200 series chipset supporting 7th gen intel cpu (i7-7000). This chipset is incompatible with i7-8700 aka coffee lake cpu / 8th gen intel cpu. Intel made it this way so that consumer is forced to buy new chipset motherboard in order to use new cpu. i7-8700 requires the Intel 300 series chipset, for example Q370 in Optiplex 7060. Unfortunately the 7050 being a very good model is outdated by Windows 11/Microsoft and Intel.

I want to upgrade my i7 Kaby lake to something new.

There is another option. I'd upgrade to 11 if it were possible but I'm not throwing out functional equipment because Bill needs cash. I'm switching to Linux Mint.
