The 3050 sff comes with a small 180w PSU.  I wasn't even sure if a 30w GT 1030 could go with it, but here it is:  https://www.dell.com/community/Optiplex-Desktops/Dell-Optiplex-3050-SFF-Best-Graphics-card/td-p/7353204 

Google max resolution (or any other specs you want) of your CPU and GPU you're looking at to make sure it's worth adding GPU.

Optiplex's are mainly business machines and can only be modified to an extent for gaming.  The generation your looking at is especially limited.

MT comes with 240w PSU and would be a little better suited for adding GPU, though choices are still limited.  This could be a better choice for your non-demanding games, or you might consider a different tower all together.
