Dell Optiplex 9020 CPU Upgrade

I want to play Jedi: Survivor on Steam, but I need to upgrade both my graphics card and CPU for that. I can find a better graphics card on my own, but need guidance for the CPU. Steam recommends a Intel Core i7-7700 or Ryzen 5 1400 for "minimum"; Intel Core i5 11600K or Ryzen 5 5600X for "recommended". Other sources suggest Core i7-6700K might.

Are any of these viable options for my Optiplex? What else do I need to upgrade my CPU? Is an intel Core i7-4790 4.0 GHz the best I can hope for (because it might not be enough)?

If you have the 9020 MT (Mid Tower), maximum processor is the i7-4790K (4.0 GHz, OC not supported)

9020 SFF (Small Form Factor) maximum processor is the i7-4790 (3.6 GHz)

Best Graphics card would probably be either an RX-580 or a GTX-1660 Ti.(RX-6400 if it's an SFF) That combo should enable you to play most games on Medium settings.

I have a tower, not a small form factor. I forgot to mention that my current processor is an i7-4770 (3.4 GHz). Assuming I upgrade my woefully inadequate graphics card, will my current processor be enough for medium graphics on Jedi: Survivor on my PC? If not, then will the one you recommended be i7-4790K (4.0 GHz) be enough?

An important detail is that Survivor is the unreleased sequel to a game that has 3 graphic performance options: Medium, High, and Epic (with medium as the lowest). I'm not sure whether this odd scale qualifies Jedi: Survivor as "most games" or not.

Also, what do you mean by "Best Graphics card"? If it's about cost, I'm willing to spend more than you might expect on a graphics card if I that's the only component that I need to upgrade? Or is there another limitation to what my Optiplex will support? I was planning on looking up prices and compatibility of the both of the recommended graphics cards tomorrow (8GB VRAM | RTX2070 | RX 6700 XT). Recommended intel based cpu/gpu *CPU alternate: Intel Core i5 11600K **GPU alternate: Nvidia RTX2070 as you can see your optiplex 9020 4th gen cpu is too old for the cpu requirement.  4770 will bottleneck 2070 by about 18%.  but you can get the 2070 to try, but if game turned out to be not playable, it would be time to consider upgrade cpu if this game is very important to you.  below are average gamier play benchmark.

Your point about the bottleneck is well taken. If I understand correctly, my machine can run Survivor on "Medium" graphics settings with the Intel Core i7-4790K @ 4.00GHz and the right graphics card? That's the thing I want to be very clear about.

I did a little research on the Intel Core i7-4790K @ 4.00GHz and GTX-1660 Ti. The source below states that it should work. Even if those components work the only other parameter it asked for was that I have enough RAM, and I don't know if my power supply is adequate for a 1660 or 1660 Ti.

you need to upgrade psu to Dell 365w psu that has a 6 pin PCIe connector for 1660 or 1660Ti.  the stock 290w psu does not have this connector.

at this point can only estimate game play.  without real user benchmark can not be sure how well an old cpu/gpu combo would perform on this game not yet released.

9020 MT has max spec of 32GB RAM.

Looking at the recommended requirements for Jedi: Survivor on Steam, below are a couple of screengrabs with PSU and connection requirements for a couple of GPU's it recommends:

Easy bottleneck calculator, for example, Google:  "RTX 2070 i7-4790 bottleneck"  Then pick the option that's PC Builds.  Default is usually "General Tasks."  But one can scroll down to enter info, choose intensity, and screen resolution.  I did that and got:

This post isn't meant to disagree with redxps findings.  I don't know what red is using now for a bottleneck calculator.  I was also in the middle of my findings, reviewed, and noticed red also used the RTX 2070 for an example.

About my only concern is the i7-4790 CPU with the new game.  Not meant to up the ante in price, but if for some reason it doesn't work out or you'd rather invest in something newer or even more capable, the newer Optiplex's, G5 towers, and Precision's are good options, as well as XPS.  Newer Optiplex's have optional higher-watt PSU's.  Precision's go even higher, and I imagine XPS too.

After doing farther research and considering your replies, I have one aching question that I don't know who can answer it: Will my current processor (i7-4770) be sufficient for the low/medium graphic settings in Jedi: Survivor with a GTX 1660 Ti and sufficient power supply upgrade? gamedebate.com suggests it's possible, but other sites suggest that there won't be enough CPU power with the 4770 or the 4790K. I just wish it were possible to be certain BEFORE the game's launch date.

As for redxps's latest reply, I found what I believe is my best 1660 Ti option on Amazon (link at the bottom), and it appears to require 8-pin, not 6-pin. I also don't know if the specified 365 W power supply will be enough (haven't done the research yet), but I found a good deal on well rated 650-850 W ATX power supplies with cooling fans and similar efficiency.

spending 299 on a 1660ti and another 120 on psu not to mention 24 to 8 adapter?  I would not suggest go down that path.  1660ti is a relatively old card not worth buying a new one for that much.  upgrade based on intel 4th gen cpu should not be more than 100.  I have seen local used market selling 1070 for 100-120.  A used Dell 365w psu is only 29.

EVGA BR, Corsair, Thermaltake, and Cooler Master are just a few good name brand PSU's.  Not as sure about Redragon, but you will find thousands of good reviews on the others.

redxps360, I agree about price. I just posted those links for technical info, and because I want to explore techical specs and options first, then worry about budgets later. 1660 Ti, but I am willing to save $100-200 on that particular Amazon purchase by buying any refurbished or GTX 1070 or GTX 1660 Ti from any seller or manufacturer, provided they have a a reputable seller rating, and 2 HMDI ports ( or HDMI x1 DVI x1). I would also like to thank bradthetechnut for the bottleneck calculator.

As for the power supply, I appreciate the suggestions, and will look for 3rd party brands/sellers in the 350-600 W range (depending on which GPU I pick), plus pin converters that I assume will be sold separately. I will also look at any compatible Dell PSUs over 350 watts. I work on high voltage power system protection systems for a living (not PCs, obviously), so I refuse to cheap out on the power requirements or safety concerns.
