the optiplex 7070 is one of the series 5 optiplex pc.  the 7070 tower chassis looks remarkably similar to 3040 of the same series.  you may look on line to see what people did to the older 3040 case to upgrade gpu and get an idea of chassis physical limitations.  the 3 dimensions of 7070 is nearly identical to 3040.

for example this video you can install a full length gpu double slot width about as long as the width of oem motherboard in 3040 or a bit longer (max length approaching length of chassis inside dimension close to 10.8"), likely same estimate for 7070.

There is more to consider than just the size. The most important thing is your power supply.  Today's high powered video cards require upgraded power supplies. Optiplex models are business models and come with very small power supplies. Which model Optiplex 7070--Micro, Ultra or ??? Both the micro and ultra have 200w or less power supplies. You might not be able to install any video card. Look up the service manual for your model.

I can install a better psu. also sorry for not clarifying in the post I have a optiplex 7070 tower.

psu is tiny and proprietary stick almost like a laptop brick.

So that cant be upgraded.
