OPTIPLEX 3010 System Repair Disk
When attempting to create a System Repair disk for OPTIPLEX 3010, get message that "Windows Repair has stopped working". Fixes online indicate an issue with and suggest going to C:\Program Files (x86)\Dell Backup and Recovery\Shell and renaming the file. When I follow that path, I do not find Backup and Recovery OR Shell. Searching the system for yields NO results.
Please advise how to create a System Repair disk/DVD.

Dell Backup and recovery partitions are Factory only and have not been supported since 2016.
Systems that had Windows 7 or 8 that are upgraded to 10 permanently break the DBAR recovery partition. This can NEVER BE USED Again.

Recovery is possible using an OEM windows 10 DVD.
I recommend buying one NOW because when these are gone they will never be available again.

All the drivers for this model are in a cab file that must be extracted using 7zip to a USB2 FAT32 Flash Drive.

I am talking about Rescue and/or Recovery disks for Win7 Pro. Most of your response deals with Win10?!
I have an OEM Win7 Pro Reinstallation disk but I can't get system to do an upgrade/install from that either.

Windows 7 has reached end of life and receives no more updates or support from Microsoft. You can clean install Windows 10 Pro using your product key however that is a fairly old PC now and may not run windows 10 so well particularly if it has a mechanical HDD.
You can download the windows 10 ISO from Microsoft:

Or you may be able to download the Windows 7 Pro ISO from Dell using the Dell OS Recovery Tool with your systems Service Tag:
