Optiplex 3040 SFF Memory upgrade

I have an OptiPlex 3040 SFF with 1 8Gb memory module installed.  I wish to upgrade to 16Gb, so I purchased another 8Gb memory module (1.35V 1600)  I purchased a used module with the same part number (MT16KTF1G64AZ-1G6P1).

When I install the purchased memory in slot 2, I get the power LED blinking orange.  I tried the purchased module by itself in slot 1 and I still get the orange blinking LED.  I then reset the BIOS by removing the battery and holding the power switch on for 10 seconds.  I installed both modules and I get the orange blinking LED.  I then put the original module back into slot 1 and the computer booted normally with the BIOS message to reset date / time.

My conclusion is that the purchased memory module is bad.  Is this correct?
