Yes, you can upgrade to 360w PSU for Optiplex XE3.  I think you want to upgrade to a higher power psu to support faster video card (video card would not be fried from weak psu; it would just shut down).  The 360w psu has the same 6+4 pin white connector.  In addition it has a 6 pin black PCIe connector for video card.

standard DDR4 2133 MHz / 2400 MHz based on 3050 spec

Just get standard DDR4 2400 MHz desktop memory based on Dell oem ram spec (see answer below)

Yes, a 24 to 6 pin adapter would work too with standard 24/4 pin ATX psu.

And If I get a branded PSU like a seasonic and use and adaptor would that solve the issue or its unclear? I know the PSU won't fit in the case but if that solves the issue I'll take it

No, you do not have to buy ram directly from Dell.  You can use used Dell ram from third party on eBay.  Dell 16GB DDR4 2400 Dell YXC0V which is Hynix 16GB DDR4-2400 Non-ECC UDIMM Memory HMA82GU6AFR8N-UH

not sure about Kingston 16gb Fury.  If it is 2400Mhz, it may just work, but no guarantee without evidence.

Definitely UDIMM, Short for unbuffered (or unregistered) dual inline memory module.

you cannot use any buffered, registered, or ECC memory in Optiplex.

What are some good brands of RAM to go for in the long term for a little bit of gaming like WoW, World of Tanks and some browsing in general?

Since you cannot overclock RAM in Optiplex, you do not really need gaming ram that has heat spreader.  the Dell oem ram made by Hynix is a great brand.  Samsung and Micron also good.  Kingston has mixed report.

Well i installed CPU-Z to check what time of memory i have installed in this sistem and this is what i've found

Seems it's a DIMM memory

 

Also do i need to change the memory again if i upgrade to a i5-7500?

No, you do not need to change memory when you upgrade cpu.

you currently have installed Micron 4GB PC4-2400 DDR4 288-Pin Desktop Dimm Memory Module Mfr P/N MTA4ATF51264AZ-2G3B1

It is DDR4-2400T.  The T suffix at the end means it meets a specific JEDEC standard. A 2400T module will have the standard clock rates for a PC-2400 stick, and has a timing of 17-17-17, and a CAS latency of 14.16(ns).

It's A4 not MT and it's doesn't say what memory it is... searched the serial and part number and i get different results.I'm really confused atm

Sorry for not understanding these types of memory, was thinking i could upgrade the ram like all the ordinary PC's out there but i guess i was a little wrong about this. Found the official Micron website that says it has memory modules for the 3050MT should that be Okay?

no need to get confused.  your CPUZ says Micron 4ATF51264AZ-2G3E1.
