The 75w RX 550 should be fine.  The spec sheet mentions nothing of having to upgrade or get an optional PSU for it.

There's numerous YouTube videos of 75w cards running on 240w PSU's.  The PSU's don't fry either.

Sometimes the recommended PSU can seem overinflated.  I've seen 300w PSU recommended just for 30w card.  It could either be in anticipation of other accessories on your PC or the fact that Dell has more power on certain rails than many aftermarket PSU's.

I have even better news - The RX 550 is only 50w.  In Googling the wattage before, I mistakenly tapped on a line that said "RX 560."

Run a 560 if you want! (might have to cut up your case to let it vent, but they perform quite well)

I ran a 2 fan GTX 1660 ti off of my 260w with a SATA to 8 pin adaptor coming off of the board.  Did the same thing with a GTX 1060 6GB 2fan and GTX 1660 2fan and never had a problem.  The connector was browned slightly but I never needed to switch to my spare PSU.  All three of the cards were only 120w TDP but the RX 570 is 150w, so you would need something a little better power-wise.

Now here come all the comments of disapproval....

RX only drains about 50w,

I had this card in a HP SFF with a 240w PSU and I never had any issue.
