Yes, you're right, 3 monitors out of box (display ports, assuming your monitors have those, or using compatible converters if not).
Optiplex 7000 Tower and SFF versions both have 3 display port outputs for monitor from integrated GPU (which is part of CPU unless you're buying F version of it).
Fourth monitor (12th gen Intel CPUs natively support up to 4 displays) can be connected via Daisy-Chain (MST functionality) or by adding (if not already included) optional HDMI/VGA/DVI?/DP dongle (motherboard has additional internal connector for it numbered as "23" on service manual).

I mean the OptiPlex 7000 Tower.
In the specifications they say "
Does it mean that I can connect three monitors using the integrated video chipset, i.e. without any optional component?

I have the same issue - three ports, only the top port works, the other two are dark, system won't recognize second monitor.
