Optiplex 7060 fan headers
I have an Optiplex 7060 with the Foxconn PVA080F12H fan with a fairly ordinary 4-pin plug, as opposed to Dell's often-seen 5-pin plug (one empty). Here's a photo:
This looks a lot like the pin-out for 4-pin Standard ATX Architecture fans; my presumptions are:
red & black are +12V and GND,
yellow is RPM feedback,
blue is PWM signal.
My hope is that I can replace the rather inadequate OEM fan with something that can push more air, much more than the stock 45 CF/M fan.
I am cautious about this, since Dell is famous for defying ATX standards with regard to color codes. Any recommendations?

Dell actually uses high static pressure server grade fan to push more air out. CFM is not as a meaningful measure of fan cooling capability compared to high static pressure. Optiplex is not designed as a high heat load pc but if you add powerful video card to make it a gaming pc, try add more chassis fan such as intake fan would improve chassis air flow better than replacing dell oem rear exhaust fan, imo.

Your presumptions are correct and you may find similar discussion for Dell fan pinout here.
I think the stock fan is adequate in doing its job so far. The 7060 was outfitted with Intel 65w CPU, the fan is very quite when idle and it does ramping up under load. So the cooling is already sufficient. If you want to push more air, the trade off will be loud fan noise, and without any benefit in return.
If you still prefer to replace the fan, the color codes in your post is correct. You can also move the pin around (at the fan connector) if new fan has different wirings order.

5-pin to 4-pin adapters on Amazon
It's not specified what form factor/size your 7060 is, but something to consider is case fan(s). Easy to get fairly quiet fans that push good air. Can be plugged into SATA power connection(s) with adapter(s).
