Optiplex 7070 problems

Hi, I have a Dell OptiPlex 7070 MT and a problem with turning on PC.
When I want to turn on the computer, the light from the power button only blinks a couple of times (amber), and on the Dell page it is explained that the problem may be with the cable. I replaced the cable and everything was ok for 3-4 days until 2 days ago. I replace the cable again (I had a couple of spares) and the next day when I want to start the PC again - the same thing happened. Also I have changed the extension cable with multiple connections that I used for about 5 years with new one - but the same thing happens again.
The other day I noticed, if I just unplug the cable from the power supply and wait for about 10 seconds for it to stop blinking and put the cable back in, I can turn on the computer...but when I turn it off again, I have to do the same thing. Now it is no longer occasional but every time I start the PC.
I changed the CMOS battery and seems that it was OK, but only for 1-2 days...again same thing, but also it takes me to the BIOS with message - time or day not set and Invalid configuration information. I change date and time and save it, but when I turn off and turn on PC, funny but sometimes just I can go through and sometimes opens bios again. But in both cases, it is not possible to turn on PC just by pressing power button, each time amber light blinking.
Please HELP.

I don't know how long you had the 7070, but it sounds like a PSU on its way out Also, blinking amber light can mean bad PSU.

I've tried to unplug PC for 4 hours and try again - same thing. I can't turn on PC, amber light blinking (2 -+ 1), only if I unplug cable, wait till power button stop blinking and plug in again...then PC starts but with this message.

Try another brand new coin cell battery. The one you used might be bad. It happens with batteries, even new ones. If that does not work, the motherboard could have a problem.
That error message is the usual one for a bad cmos battery.

Yes, I've tried already. One day was ok, but then next day same thing. I?ve tried even third battery, since that second one was new but old. So till now I change cmos battery twice.
