Considering the age of the system and that it was stored for "a while" my first suggestion would be to replace the CMOS battery. Make sure to leave the old battery out of the system for 15 minutes before installing the new battery. However 6 beeps can indicate a video card failure and since this model has IGPU and not a discrete video card it may be a main board problem. At that point it may be worth considering replacing the system due to the age.

JO is spot on as always. besides replacing cmos battery also try clear cmos settings by motherboard RTCRST jumper. no matter what the bleeping code comes out of the conputer (doesn't it sound better than computer) the standard no POST protocol is the same for old Optiplex or other old Dell.
