No to the CPU upgrade -- this is a 2009 model, and is limited to CPUs that were current at that time (Core 2 Duos from the Wolfdale generation.  You may or may not be able to install a faster CPU of that generation, but you cannot use any Core i CPU on that board.

And even if you can install a GPU in that class, it'll require at least an upgraded power supply to work.

This system is a dead end -- if you have gaming aspirations, replace it with something that's from the last 5-6 years.

You could use your funds for i3 and 970 to buy a used older model Dell pc such as Optiplex 7010 tower or Inspiron 3847 and upgrade from those model, if you like to upgrade from a prebuilt Dell pc.  Those are the last older Dell model use standard mATX motherboard and standard psu which allow upgrade.  You may find one that cost very little on eBay or local market.

But 10elder has nailed your situation that 780 is antiquated and limited in upgrade path.   Essentially the top cpu you can use in 780 is a core 2 quad Q9650 and top gpu is gtx 750 it.  

for anyone owning a 780 tower (if that is what you mean by standard sized) having a similar question, 780 has cpu socket LGA775, core 2 cpu and BTX motherboard which was already dead end 15 years ago.  The core 2 cpu was older than 1st gen intel core cpu in 2008.   relatively recent intel cpu use LGA1151 (6-9th gen) or 1200/1700 socket (10-13th gen).  you would need specific motherboard of intel chipset to support each gen cpu.  100/200 series chipset for 6-7th gen, 300 series for 8-9th gen, 400/500 series for 10-11th gen, 600/700 series for 12-13th gen.
