Mixing memory many times results in problems.  Only use one brand/type.

Compatibility with memory is not just a Dell problem.  I had a self built desktop with an ASUS gamer motherboard.  I had 16GB (2X8GB) Corsair memory and 16GB (2X8) G-Skill memory.  Both were same speed and voltage.  Either would work OK, but with both installed I would get memory error on boot.

I think what @Krzysztofz means is the 2 Kingston RAM sticks work separately, but not together.

What is your Windows OS (operating system) and is it 32-bit or 64-bit?  A 32-bit OS will only utilize up to 4GB RAM whereas 64-bit goes beyond that.

If your OS is 64-bit, have you tried the RAM in different slots?

If you have, the next thing I'm going to suggest is change th size 2032 CMOS battery.  A bad battery will cause seemingly unrelated bizarre problems.

If we can't get your RAM working in a pair, next I'll suggest A-Tech RAM.  It has a lifetime warranty and is what I use.  Crucial also has a lifetime warranty on RAM, but is more expensive.  A-Tech is a nice way to save money on an older machine.

No. Both Kingston sticks (8GB) booting and seems to work fine under windows 10 home. Also the 2x2GB working fine. But all 4 sticks 12GB not. Ok that's not a problem, as TrueNAS OS will run with 8GB ram. Thanks.

Thanks for the clarification.  Then that just goes back to fireberd's post.  Different RAM sticks can't be mixed in certain older Optiplex's.

make sure you use pairs.

White Ears are bank 0 and black ears are bank1

If its not working try swapping kingston into bank 0 and micron into bank 1.

the order of the sticks is not 1 2 3 4

its 1 then 3   2 then 4

Tired one more time, banks 0 and 1 with 2x4GB and banks 2 and 3 with 2x2GB and pc started normally.

Then banks 0 and 2 with 2x4GB and banks 1 and 3 with 2x2GB and again pc start normally. Tested with bios memory test and all passed. Don't know how this happens, didn't changed anything, so I'm happy 12GB memory pc owner.
